European Parliament President Roberta Metsola has backed scrapping four major proposed laws in a letter to Commission chief Ursula von der Leyen – but also included senior MEPs’ dissenting arguments to keep them.
In the letter, dated Monday and seen by Euractiv, Metsola said that the Parliament’s top decision-making body – called the Conference of Presidents – would support the Commission’s 2025 work programme.
The Commission announced its work programme for 2025 in February, which included plans to withdraw 37 previously proposed new laws.
This position differs from the one taken by the Parliament’s next-most senior body, the Conference of Committee Chairs (CCC), who in May asked Metsola to urge the Commission to put four scrapped proposals back on the table: on AI liability, patents, anti-discrimination and airport slot rules.
According to a senior Parliament official, Metsola forwarded both letters to the Commission, reflecting the institution’s divided position.
During a closed-door meeting last Wednesday, the centre-right European People’s Party backed the Commission’s work programme, forming a political majority with right-to-far-right parties.
The Commission is expected to adopt its final 2025 work programme by August, after EU countries have given their position.
